“State governments can work together, and state and local governments can work together, to take the lead on these issues,” he said. The consequences can be enormous, he said, citing the lobster die-off in Long Island Sound in the last 20 years.

“Norwalk had the second-largest lobster industry in the world, next to Maine, and it collapsed,” Tong said. “It’s not clear that it will ever come back.”
